Then, read the manual again.

You are seeking the skill of "feathering" the valves to achieve and enjoy 
smooth and safe manipulations of the hoe movements. 

Try this --- 
Slow the rpms to a very slow speed.

Go through all the operations of the control valves till you feel very comfortable with all the motions.

Gradually increase the RPMS as you become skilled at "feathering" the 4 valves connected to two levers.

 The process of "working it out" as a warm up will also help dislodge any mfg residue debris that may be working its way around to the filter and causing valves to stick or malfunction till it's cleared out and captured by the filter. 

note--with WD 40 , liberally spray the control linkages under the valve control cover and "stir up the handles well good by moving them around in all directions. You may have some new paint "sticking up" the movements or some valve stems with a sticking "o" ring / wiper. 

The hoe must be 100% controllable and safe.   Do not use close to anyone or anything of value -- UNTIL IT IS. 

It will be all right in the end.  They are fine units.
